South Street Journal January 13 - 26,1994- Page 9 Daniel Hale Williams, M.D. (January 18, 1856 -1931) First to perform open heart surgery in 1893 at Provident Hospital WILLIAMS, DANIEL HALE (1858-1931), American physician and pioneer in heart surgery, credited with having performed the first successful open-heart operation. He was bom in Hollidaysburg, Pa., on Jan. 18, 1858, the son of a barber of racially mixed ancestry. He received his M.D. degree from Chicago Medical College in 1883, and thcrcaAer served for a time as surgeon to the South Side Dispensary and the Protestant Orphan Asylum. In 1891, aware of the lack of opportunity for blacks in the medical professions, he founded ftovident Hospital, the first fully racially integrated hospital in Uie United States. It was there, in 1893, thai he detached the rib of a man who liad a deep knife wound in his chest and repaired the punctured artery and pericardium, the sac surrounds the heart. This was the first recorded case of successful open-heart surgery, and he saw the patient through a complete recovery. Williams moved to Washington, DC, in the same year to become surgcou -in-chief at Frccdinen's Hospital. He returned to Chicago in 1898 where he rejoined the stall olTro\ ulcnt I lospital and also worked for many years at Cook County I lospital and St. Luke's 1 lospital. 1 le also served periodically as visiting professor of clinical surgery at Meharry Medical College , in Nashville, Term. He was co-founder of the National Medical Association in 1895, and in 1913 became the only black charter member ol' the American College of Surgeon. He died in Idlewild. Mich, on Aug. 4, 1931. Child Abuse Who Cares: C Kenneth R. Manning hild abuse and neglect is a complex and disturbing problem in our society that has only until recently received serious attention from the medical and legal community. It was not until 1962 when Dr. C. Henry Kcmpc identified the "battered child syndrome" that the notion of child abuse started to receive national attention. By definition, abuse is any act of commission and comes in various forms, such as physical, sexual and psychological. Neglect is an act of omission such as. the failure to perform an obligation and to care for or protect a child. There is also moral neglect, the failure to provide an atmosphere of moral standards so that a child can develop a conscience. There is emotional neglect, the failure to provide the emotional nutrients necessary so that a child can develop into a stable personality. All these forms of abuse and neglect have been defined by thousands of cases around Qanm the country. Child abuse and neglect prevention strategics can be viewed at three different levels: 1) Primary - Aimed at the entire population and takes place before any abuse or neglect has occurred. Junior high and high school parenting classes, and prenatal and new parent classes promote bonding between parent and child. 2) Secondary - Aimed at parents This argument has been perpetuated by defense lawyers.' the media and fathers rights organizations, and others. In spite of the laws on the books, which arc supposed to protect children up to the age of 18. most of these laws apparently never leave the books. Otherwise, it would be difficult to explain how a 17 year old girl four babies and not be considered as having been sexually abused by someone. There arc numerous warning signs of families of high risk for abuse and neglect. These warning signs can be seen during the prenatal period, at delivery and during the post partum period. The major resources of the state arc aimed at situations where abuse and neglect have already occurred. So where should the God be? While the State of who arc thought to be "at risk" or likely to have difficulty parenting. Included m this l group arc parents who were abused children themselves, who due to provcrty, unemployment, and/or substance abuse live in isolation with few effective social support systems; and 3) Tertiary - occurs once abuse or neglect has been identified. Treatment is directed at the parents as well as the child in an effort to break the generational cycle of abuse and neglect. p bottom of the hill in an attempt to catch those falling through the cracks of the system, the people of God should be advised to take a position at the top of the hill in order to prevent people from falling initially. We have reached a point where it is no longer our resources that limit our decisions; it is our decisions that limit our resources.
