Richard Tobin was assistant chief at the New York City Fire Department’s Bureau of Fire Prevention, with more than three decades in the fire department. He started his firefighting career in Harlem and worked throughout Manhattan and the Bronx. Tobin held a certification from the United States National Fire Academy and a master’s degree in public administration from Columbia University’s School of International and Public Affairs.
