John Stuart Mill (1806-1873) was an important Victorian liberal thinker. Mill was a senior official in the East India Company for 35 years, retiring only after the company was dissolved in 1858. He was a proponent of utilitarianism, which sought to provide an ethical framework for deriving the greatest 'good' for the greatest number of people. We have not yet been able to find the source of this quote.
