If 192 people were winners (which is the number reported to have bet on Elian's address -- the article is silent on whether people also bet on that number for other reasons) and each won $5000, a total of
192 x $5000 = $960,000 was paid out. Now, the state of Florida does not run its lottery for entertainment -- it does it to raise money (a tactic on which, with great effort, I will refrain from commenting). Typically state lotteries pay out roughly half their income. Assuming the bet is $1 (I will confess here to never having played any lottery games), nearly $2 million tickets must have been sold.
