Adlai Ewing Stevenson (1900-1965) had a notable career in American politics. His career began with practicing law in Chicago in 1926. He served as United States delegate to the United Nations in 1946-1947. In 1948 he was elected governor of Illinois. A staunch Democrat, Stevenson pushed for issues such as the state welfare program and increasing funding for public schools. In 1960 he was appointed as ambassador to the United Nations. He was involved in such historical decisions as the Bay of Pigs invasion and the Cuban missile crisis. It is interesting to note how Malcolm compares Stevenson to Jesse James. He must have found Stevenson's behavior in the United Nations similar to James' explicitly criminal nature. To analogize Stevenson accusing non-white nations of playing a "skin game" to James (who is a known armed robber) "accusing the marshal of carrying a gun" is implying that these non-white nations (just like the analogous marshal) are just doing what is best to protect themselves in the face of an oppositional threat.
