        The level of preparedness 
        for extreme events is something the sanitation managers make decisions 
        on. Increased preparedness costs human and financial resources, but could 
        save money in the long run. Measures include such activities as plugging 
        holes in manhole covers, public education about water usage during periods 
        of high precipitation to reduce wastewater flows, developing a high-flow 
        emergency plan, and special training in emergency management for staff.
