The Google Chart API has been discussed before in this site. The map "chart" is an interesting feature, but it is very challenging to format correctly. This solution provides a simple, javascript-based front end that will build a customized world- or region-map.

Another option: Google docs recently added a "widget" that allows map color data to be imported from a spreadsheet document. More information is available here and at google.com.
